dll to start/stop webserivces (via I.I.S)

What I need is a dll that has 2 methods. One is stopwebservices and another is restartwebservices. This dll needs to assume the computer has I.I.S 6.0 running Windows 2003 Server Edition. The purpose of this is to stop the webservices automatically when recompiling dlls. Because I have several components that get updated but the I.I.S has to be restarted before recompiling them. Let me know if you have any questions. Can be done in any language but should be efficient (should not take more than a few seconds to run). Should not leave that line of code until it completed (no events). Plus should not freeze up the computer either (probably use doevents if necessary). If not completed in VB, then need to be abled to be called from VB 6.0. Also need to be COM enabled so I can register it normally and easily use (no WIN32 dll please).
