designing a online lottery system

I want to get a lottery sytem being designed. This lottery will be installed later on a website. Its about the lottery system, not how customer payes to get the numbers. Anyway it needs to be designed so it is easy to install different online paymentsmethods, sms Methods and other. Generally user can make a deposit to the main website With sms, online payment or other (API - based). The system should work on ordinary internet and smart Phones. The system should be as following: - Pick two number 1 to 9, and two letters A -Z i.e 2 - 9 and A - G. - user can pick as many lines as wanted. - user can pick numbers/letter themselves or quick pick. ( similar design as [login to view URL] in picking the numbers). - 40% of the amount played (credits) will go as a prize. i.e 10 People has 2 - 9 and A -G. The total prize of i.e 40 credits of the total 100 credits played will be divided on the 10 People. If no winner 50% of the price Money goes to the jackpot. - 10% will go to a jackpot Draw, the winner of this will be combined with usernumber ID received on first play and the picked two numbers and letters. - When numbers are picked user can choose play know and are lead to log in (if not already logged in), here account are withdrawn credits automaticly, if not credits user are asked to refill the account credits (numbers are stored until account credits are filled). - The Draw is automaticly done by a algorytmh weekly, monthly or other set by admin. - The prices, ordinary and jackpot is calculated from paying tickets. - Admin has possibility to change the price Money and jackpot manually. - Create Graphics to the service. - Easy to install the lottery script on website later. - Graphics to the lottery service. PLEASE TELL IF YOU HAVE EXPERIENCE WITH Programming such lottery systems. THIS IS A GENERALLY DESCRIPTION OF HOW I WANT IT TO WORK. BUT THERE MIGHT BE LOOPHOLES THAT NEEDS TO BE FILLED. Kindly regards
