I require a coder to create an Anti-Cheat program for the following games on the PC;

The Anti-Cheat (AC) does not need to be bombarded with eye candy, it should be very basic in looks and functions.
The selected coder MUST have experience in creating similar applications and must know about the games stated above and how the game's core files work. This is to ensure the checks being made by the AC are as effective as they can be while being as secure as possible.
It must be able to be updated (maybe check for updates on launch).
I would like coders to inform me of which method they think would be better;
a) Players install a client on their computers, when run this connects to a server and insures that player has registered it then checks for unusual changes in the games files. Everything is reported and recorded in the server DB.
b) Players install a client on their computers, when run this connects to a server and insures that player has registered. The client will constantly check for unusual changes in the games files. If something is found it will send a message to the other players connected on that IP via the AC.
