Client/Server - Video Broadcaster

I'd like a server application (Windows NT, 2000) that will broadcast a *.avi file over the internet. The clients, are able to connect to the server and view the avi that's playing. They will need to have a username/password in order to access the video that is playing. Once running the client, they can request a account then. Then account must be approved by the admin before are allowed to view files. Divx encoded *.avi files must be supported. $50.00 bonus if I can get mac compatible executables of the client in addition to the windows ones.
