This project is to be a 'sponsored' open source implementation of ETSI EN 300 401 v1.4.1 which is the Digital Audio Broadcast (DAB) transmission standard also known as Eureka 147 on Intel based PC hardware. The realisation of a PC based modulator will enable fault finding and repair of DAB radio sets, and also enable end-to-end experimentation/education of the Eureka 147 DAB system. Code should be 'modular' in form to allow easy upgrade by other participants - especially as the standard has produced 'children' such as the recently ratified DAB+ standard. This would make a brillant Uni project which would also yield a cash 'grant' from the sponsor, to the engaged coder. The sponsor who has an RF engineering background and not a coding one offers technical input and is able to provide information and direction to existing GNU code of implementations of other very similar systems which may be modified to suit this purpose - as long as they are used within the meaning of the GNU! It is desirable for the software to have a TCP/IP interface to make it compatible with third party audio coding applications delivered over a TCP/IP connection in addition to a native audio coder based on the 'Toolame' or similar mpeg 1 audio layer 2 (MUSICAM) codec. Questions will be answered on request to the serious - freebird{replacethisbitwiththeobvious character}[login to view URL] The sponsor is aware of solutions to extract the modulated baseband out of a PC in order that it may be sent to a radio set - this might involve some device driver experience, but this may not be required - to be discussed further if this is a problem. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows 2000/XP or Linux are both acceptable platforms to make this code run work - it really only needs to work on one. If anyone wants to port then it is up to them to contribute to the project once it is rolling! Also use of a Java virtual machine is ok too.
