Audio: Detect Silence / Trigger Event - EASY!!!!!

I need a standalone exe or script or whatever gets the job done that:

A: Monitors sound card output in realtime.

B: Detects a period of silence longer than X seconds.

C: If so, launch a batch file, continue monitoring. THAT'S ALL!

This is perhaps the easiest project ever posted on this site! In fact I am pretty sure I could get it done for free just by asking around on various coding forums, but I would rather get it done sooner than waiting around for someone to take pity on me and post some code to a forum, so here I am.

This is a personal project for only my own personal use on my own personal computer and will never be sold etc. I just need this for myself and am not a coder so regardless how easy it is I need YOU to do it!

## Deliverables

1: Create either a small exe or simple script in any language (hereafter, the "app") that when launched will run on Windows 2000 OS

2: The "app" need not have any real gui features, bells or whistles, simply it need only be something that when executed will run indefinitely (until closed by user), monitoring in realtime any sound playing through the system. The card in question is SBLive CT4760 although it seems sampling from API mixer would be fine, easy and sound card independent.

3: "App" is looking to detect any period of "silence" (an adjustable threshold) longer than X seconds (a value that can be set by user (me) but is unlikely to ever go over 120 seconds.

4: If any period shorter than X is detected it is discarded upon detection of new sound and monitoring continues. If any period of X or longer is detected, "App" will run a program (in this case a batch file) and go back to monitoring for the next period of silence X seconds in length.

No flashy / trick GUI is required, very simply need a small and simple standalone "App" consisting of a small dialog box or other means of user inputting: the value of "silence" threshold, the value of X for seconds of silence which will trigger event, and the path to the file to be launched upon X silence being detected.

THAT'S IT! It doesn't get any easier folks! So who wants to do this for me? :)
