Website Creation

I require a website frame or template to be created that will be able to be built upon and added to in the future. The goal is to be able to use this in a future small business project. This is the first of several stages for this site. This initial creation must allow the administrator of the site to manipulate and change the site at will. Meaning pages can be added, photos and text can be uploaded and forums can be manipulated. Initial lauch of the site needs to include: Template for home page with several attached links or pages Full backend usability by the administrator Login functions with several levels of security Attached forums Other Info: Site must be completed in C# and ASP.NET. Site must include phpBB forum capabilities. Full source code must be provided at the end of the project. 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
