Customize/Create Xoops Module

We are looking for a skilled freelance programmer with strong communications skills to construct or modify an existing Xoops module which must be integrated into our CMS and user database, allowing our site visitors to participate in promotions from signup to redemption of promotion points within a store based on our site (with similar features to user promotion interface and options at [login to view URL]) We currently have a graphic designer who can focus on the design and layout, and are looking for a programmer who can design/customize and implement the Xoops module. Specifically, users should be able to access a graphical promotions area with their login which allows them to see the status of their promotions and sign up for new promotions. Further, our site editors should be able to use a graphical interface on the admin end of Xoops (they are not all programmers, so this must be easy to use) which allows them to track the progress of the user through the promotion, add points to a user's account and when users complete a promotion they will be allocated promotion points which they should be able to redeem within a store based on our site and also see that status of shipments once those points are redeemed.
