ASP application to enter and display 3 interest rates

This project is to produce two unformatted web pages in asp or asp.net that interact with a SQL Server 2000 back end as follows:
a) Page 1: "View Rates"
The page queries a table called tbl_InterestRates and displays three rates labeled "Rate 1", Rate 2", and "Rate 3"
The page has a link at the bottom labeled "edit rates". Upon clicking it the user is taken to page 2....
b) Page 2: "Edit Rates"
The page contains an HTML form that allows users to edit the rates from the previous page. There is a field for each of the rates where a rate can be entered as a decimal value. The page must contain validation to present
clicking an update button will update tbl_InterestRates, and return the user to the View Rates page
The script to generate the table is attached.
No formatting is required.
To receive a 10, the code should be clearly commented.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
