Hello, If you take a look at my work history, you will find a 2D tile game editor project done. I just would want to advice that maybe the tools you suggested are not the best suited. Depending if you want this to run on a web browser or on Windows desktop, I would suggest Silverlight and XNA respectively. Please, provide more details for a better estimation.
