I need an app developed for Android Tablets.
Background information,
Before work everyday, my staff need to fill out a paper safety checklist. This is then handed into the office at the end of the week.
I want to deploy a tablet to all staff, with an app on it to do the safety checklist on the tablet.
It will have approx. 20 questions, based like a survey, it will ask one question ‘Yes / No / and if no, comments” then go to the next page / which will be the next question.
This app will be used offline, and outside of Internet reception.
Now the tricky part,
I want this app to sync with a mysql database, when the staff member gets back into internet reception, this will need to be a background process, so when they get back to town, it will upload the data to the database on the internet. (if there is internet connection where the staff member is, upload immediately)
At the same time as uploading to the database, it will need to send the data to predefined email addressed, it will need to email as a PDF.
I would also like to be able to manage the questions within the app via the database, so when syncing it will need to check for new or removed questions.
I also would like to be able to edit the email addresses it sends to via the database.
I will need an admin panel created on the internet where I can log in to view the uploaded database, print each entry as PDF, Add new email addresses that it will send it, and add new questions.
The entire app will pretty much need to be manageable via this admin panel on the internet.

I read the project description and having the following queries:
1. So the total number of questions will always remain 20?
2. Will there be any limit of the number of users(staff) for this app?
3. What if the emailed doc should be text file(.txt format) instead of .pdf format
4. Do you own any web server?
5. Do you also have any design mock up for this app's UI(look & feel)
6. How many email recipients will be there?
7. How frequently the users will get internet connection?
8. Suppose the users are offline now, then how many times they will be allowed to use this app & fill the check lists(answers). As per my view it should be max one time(when Offline)...but when online any number of attempts.(It is because of updates of the questions & sending emails). Your suggestion is required.

i would do it this way for the save on internet, Android have a way to listen to conectivity change with an intent service, when conectvity change i can upload automatically the data and download new data from the database, for that i was thinking on a private protected webservices binded to the database, forms and ui are easy to do on the other hand.
