Write an Android application

I am looking to develop a relatively "simple" medical Android application that allows bipolar patients to monitor their moods, sleep patterns, medication intake and possibly other variables to be defined in a second phase of development. The standards for this scale should be those adopted within the DSMV IV (US Psychology) guidelines. The application should be written in American English but be expandable to other languages in the future easily. The application should permit users to input this information into the app and it should be stored, in an encrypted database locally on their mobile device (possibly synchronized across multiple devices or in the cloud in the future). I'd like discrete push notifications each day at user-specified intervals that reminds the user to evaluate themselves and input this information regularly rather than require the user remember to open the app and input the data. The application should permit the user to visualize the input data on as concise a chart as possible, ideally in an elegant fashion using an API such as Google Charts to render the content. The app should permit the user to output the results of this information in a report format (PDF) via email or local storage at whatever frequency they so desire and covering whatever range of data they may have or a subset of that data. This output should come with the warning that the information being output is of a personal and confidential nature and that release to third parties may breach that confidentiality by its very nature. Possible phase two development may include outputting the information to a cloud service where doctors can access the information. The application should be designed using the most recent Material Design standards adopted by Google and should be based on open source API's where needed. Ideally in a small a package as possible. I basically need a lightweight database and small statistical package that renders graphs and outputs them in PDF format. Prices quoted are for initial development and first beta. All source code under contract is my property and additional contracts can be expected assuming that the quality of the output is good. Payment provided on working and acceptable proof of concept.
