Amend a Mobile Website

I do not have any firm ideas on how you achieve this (would probably prefer a responsive rather than a mobile site) but the site redesign MUST pass googles mobile friendly test located here [url removed, login to view]
I have a relatively simple website. Across the top is a navigation with drop down css menu. Just below this is a php include file which shows adverts which fill the screen. Then there are three columns in a table format.
Column one and three show skyscraper ads, again using a php include file
The middle column (column two) shows the main information which is taken from a sql database which, again, is broken, halfway with a php include file which shows a rectangular advert.
I would like a responsive website (preferably), which will show only the middle column along with suitable navigation for mobile/tablet users, but the full site for desktop.
Essentials:
1/I also need the advertising to remain as php includes (as I know how to change them) has three columns
2/I need to be able to add pages/categories to the drop down menu if I add a new category
3/I need to be able to change the colour scheme of the website if required. I need step by step instructions how to do this.
If this goes well, I have another similar website which will require to be changed also. As this should be a relatively easy project for someone who knows what they are doing and it is a hobby website, so any bids over $50 are unlikely to be accepted.
