ANPR type instant scan and OCR project

So Finally, I need a android app/SDK (that I will use in my android app) with full source code (must). That will use the android phone camera to scan the Prize Bond and return the value as I mentioned in the Requirement.jpeg. Surely I will provide all necessary bond images to the selected winner. Payment terms: 30% milestone payment when select the winner. rest 70% When you show the 100% working demo (apk without source code) 100% payment will be released when you deliver the full project with full source code.
