iPhone/Ipad Offline Newsletter Subscription Form

Hi I am looking for an ipad/iphone/android app to design/develop a simple app which will collect newsletter subscription data without the need of internet or in other words offline mode.. and after the user is done collecting the date..the user is able to export the data in a csv format so that it could be uploaded on the online email marketing system. There is a sample application for ipad called chimpadeedoo which only works with mail chimp account and the biggest drawback is that it will only collect email addresses and not other information. And once the mobile devices is connected to the internet it will automatically connect to the mailchimp account online and upload the collected data without any user intervention. Hence i would ideally prefer to be able to develop a similar application but with more fields and the ability to export the list in desired format.
