Need an android (ADK or Android Studio) developer to write a simple application that runs on android 4.2, runs a bluetooth device discovery, reads in the Devices it sees and their device info like TX power, and then sends a simple GET request with information about those devices (StickNFind Beacons) back to a REST webservice.
