The time depends on what for game you want to be scripted. I mainly use unity 3D I can create games with it who are connected to Facebook and advertisements. unity is easy to use and i could create a tool which you guys could easy ad levels to it in the future. Unity also support easy exporting between platforms so we could develop faster and for more platforms like windows mobile, iphone and android (psp vita)

good afternoon! let's do it on the platform Adobe Air. Great experience, there are a couple of my games already in Google and one application in itunes. I can throw a link or look in my portfolio / resume, just give the desired quality of the code. For your application on the platform Adobe Air will be very beneficial as the project done right for Android and iOS, that is, do not need to pay for two separate platforms.

I prefer using Unity or Corona. Both Unity and corona are popular with game development. They have easy integration to new levels and social media.

I've been in the mobile industry with number one enterprise of mobile games since 2005, I know how to port games and how to optimize for every single platform since the start of the development, of course I'm not a designer I'm offering just development. As you are not describing the game I place a common game estimated time, but it could take more or less as the game complexity. I strongly recommend the use of cocos2d-x v3.3 working the animations on cocosstudio 2.0.6, it is fast and it's already optimized it also make ease to scale to all screen sizes.
