Honestly, the requirement about the photoshop-like editing skills cannot be obtained with this budget. At least not by anyone who can do it decently. I can complete this project for you for around $500 USD, without that feature. About me: I'm an American based iOS development company. I have been coding professionally for over 5 years, and have a large portfolio.

We have created similar apps using Facebook and Twitter integration. We have over 6 years experience with Antive Android programming. We could also write this app with a cross-platform tool, such as Unity3d. Doing this will allow one single code base to be used for multiple platforms, including ios, Android, Win8.
