Location based service app - don't waste my time, read brief properly

First off don't bother reading this if you have limited experience and expect to just post a price and get this job when really you have no clue. I'm looking for someone who understands PERFECT English only, I want correct grammar and you to understand me very fluently. This is key! I'm looking for someone who knows exactly what they are doing and have had experience with implementing a new keyboard into an android phone and locational based service experience. I have already done the graphics for this application, as well as half already done the app, so you can sort of go off from tha it you want to. This app needs to be smooth, fast, reliable, and it must work correctly. My terms of service - I will only be giving you a milestone after I get a working beta version o the application, until then do not expect any money! I am tired of trying to hire freelancers and recieve people who say they can do it then me waste countless hours and money just so you tell me you need more money or you can't do it. After I have given you the money for the finish version you will delete all recollection of the application an you will never resell the coding used for my app, you will also not display in your portfolio you created this application for me and after the money is transferred the app is 100% mine. If you do not agree to any of this then don't bother putting your price down.
