Create a browser based Android App

I'm after an Android developer who can help me create this app and publish it to Google Play. App needs to be published under our name so must be built with specific names certs etc. All source code to be provided. We've already built a version of this app for iOS and are seeking to reproduce the same functionality on Android devices. This is a simple 2 screen app which we build for iOS in 3 days. Specifically The app should load a splash screen (artwork will be provided) - fade from black to display JPEG image then fade again to black after 2 seconds. The splash screen also needs to contain a text based link. The animation needs to - fade up from black over 1 second - remain on the splash screen for 2 seconds with no animation at 100% opacity - text based link needs to be active during these 2 seconds (link should open web browser and be active from text only not entire screen) - fade to black over 1 second - fade from black to web viewer over 1 second The app should then load a full page web viewer which will draw its content from our existing online site (url to be provided) - this content will need to be drawn from our servers rather than packaged as part of the application. The web viewer component will need to support SSL connection to our server and present the content in portrait and landscape orientations across Android devices of varing screen sizes. A black status bar menu should be visible in both landscape and portrait orientations The app must also handle the use case where an internet connection is not available and display a custom message - If launching the app with no internet connection, network check should be performed on splash screen and not transition to empty web viewer - If already on the web viewer and internet connection drops then the pop-up network warning message should be displayed - Each time the user attempts to click on a link on previously loaded web viewer content then the pop-up network warning message should be displayed - If the user moves the app to the background then returns to it without an internet connection, then the pop-up network warning message should be displayed Looking to roll out the app quickly so would be preferable to work directly with an English speaking developer with good communications skills.
