Alert for Website Change - (Android Froyo)

Hi, I need an app to run on Froyo mobile (personal use only). The app needs to track a jobs website every few minutes and whenever any job appears, it should notify via alert on the mobile. This website is not owned by me, it is customer's website, and so I do not have access to server protocol/credentials. Once alerted for jobs, I need to reserve or acquire these jobs but this reserve function only works via IE browser. Also upon logging into this site, it generates popup windows. Also, the website contains frames. So the app should be able to handle these issues. If you think you can create this app, then I can send you full details.
