I'm a PhD student in Engineering with a Master's in Statistics. Expert in Matlab, Econometric and statistical modeling of pretty much everything you can think of. These include expertise on protocol development, research study designs, sample size calculations, data management, and data analysis using various statistical software’s (i.e. STATA, Eviews, R & SPSS), statistical interpretation and report writing. Currently involved in official approval of internal econometric models that banks are using.

I have some ideas how this problem could be handled. I can perform statistical analysis to calculate the amount of water that would need to be stored in reservoirs such that it would be sufficient for the worst possible drought that could be expected to happen once in a given number N of years (for example, a centennial-scale drought). Then one can guarantee, within the general limitations of statistics based predictions, that the system of reservoirs will be robust and prevent any water shortages always except maybe one bad year in N years. Moreover, I could factor in emergency pumps for additional supply. Given the cost of creating a reservoir of a certain volume and the cost of building a pumpline of a certain capacity, and based on your statistical data, I could optimize the system mathematically to minimize the cost while guaranteeing a faultless system, or to minimize the probability of a fault (shortage on drought years) while limited to a certain cost. I have a PhD in theoretical physics. Creating mathematical models and optimization of complex systems is one of my favorite topics, I'm an expert in it. I've done similar projects. I have my degree in Financial Econometrics and I am speciliazed in Time-Series-Econometrics methods. I have waited to bid on this to understand how many people understood the problem. Here, I would lik to bring to your notice that an econometrician can provide estimates about rainfall water adding in each month and surplus water flowing in seasons and the expected water storage in each month. However, I cannot recommend you what to buid, i.e. I can this much amount of water to be stored for the needs. Thanks to my areas of research, I have faced several modeling problems. Almost every type of data can be modeled accurately given enough complexity for the model. The problem is, most models are for interpolation purposes and it is much harder to come up with a model accurate for extrapolation. Sometimes, randomness of data prohibits developing such a model. As far as I understand, the model you request is for forecasting purposes, meaning that extrapolation (in time axis) is required. If you can send me the related data, I can try to fit various models this weekend and present you some of the results. If you are satisfied, you can award me and I will start optimizing the model. Since there is some cycling in this process due to seasons, I will mostly try 2-dimensional models. I have a PhD degree in Electrical and Electronics Engineering from one of the most reputable universities in Turkey and have 15 years of microcontroller based systems design experience (both hardware and firmware) as well as C/C++ and Matlab coding experience.
