Write an After Effects expression that extracts a fill effect color from a text layer's source

I have a text layer of a hex value, for example: #383838.
I have another layer with a fill effect applied.
I need the fill color to link to the the text layer's value. So if I input another value into the text, the fill effect changes.
The color expression takes an RBGA/255 input as an array, so [.35, .64, .23, 1]
Any thoughts?
