Complete Skill Game Platform and Backend

We plan to host online skill game tournaments. Our company is looking for a completely functional site with one or two specific games. The platform should support two different types of play, free online practice play, and cash tournament play. In cash tournament play there should be expandable platforms. Meaning that the ability to host 4 or more seperate tournaments should be possible at all times. The tournament version should allow players to compete for score with the similar or exact settings as his or her opponent(s). The tournament version should not include any cheat codes or other developer back doors to manipulate results. The program should be able to measure skill among individual users as to be able to group players of similar skill together. Program and backend sould be .cab secured with flash game within.
