I need a web consultant developer to follow the development of the complete website [login to view URL] (now website in construction, and please don't send e-mail there!). He/she should advice my personal developer about the security of all the website and payment gateways. The last of this project could take also 10 months but no files or documents should be released or produced. It only takes the freelancer to take part in some video meeting with my developer team, once each one/two months. Nothing is due if the website is not anymore developed or no working (this is the proof in case of any dispute)

Ciao. What I think you actually need is a different development team. If they can't handle security and rely on an outsider to check it for them, then they're either not experienced enough, either not sure on their skills (on this kind of job), but they are certainly not reliable. This is how I see things. But, if you're on a budget and don't want to spend too much on development, I can agree using a cheaper and less experienced team, but you should know that your expectations have lower chances to be met.
