The games you are talking about are not possible in the 30$ budget and whoever is doing it will probably screw up the project. I have experience making tile matching games and i have worked with C++ using SDL and a while ago when XNA had support for C# i also made games on it. By the description what you require (Using Visual Studio) its easy and doesn't requiere any external libraries or plugins to make the functionallity and i also have a profound interes in making games for kids. The games would be builded and compiled so you can attach them to the existing project. I have the following questions: Are you going to provide the sprites for the games? Are we using music ? If that is the case are you providing it?
