Create a interactive map

I need to create a map like Google Maps in VB.Net. The map needs to be interactive to allow myself to add markers to the map and edit the markers to add a website link. The map needs to be displayed inside the Windows Form. The map needs to be a map of the world. That allows me to zoom in just like Google Maps. The example map I have shown is of Australia loaded inside the Windows Form. The map will be viewed by others so the initial development of the map needs to allow myself to add the markers, when the Windows Application is built I will see the changes I have made. The markers needed to be as simple as dropping a pin on the map.
