EDIT: lets talk about project scope, then we could define the price and time. Hi mate, I think I could help you. What video plugin are you using? Maybe we could create some kind of player, there is a great tool called Tumult Hype, that uses the object Canvas and creates an HTML5 project, that I think we could use as base to put layers on it.
