Build a One Page Grid style Photo Gallery with specifications

I am looking for a coder to build me a one page image gallery for a work project with some specific functions and features. Please read the details.

General:

-The coder must maintain excellent communication at all times throughout the project. None of this disappearing act!

-Ideally the website must be coded in PHP using a MySQL database. I may be open to suggestion for another language and would also be happy for it to be wordpress.

-The website and database must be coded with secure code and connections.

-I will need this done within the space of 2 weeks maximum with updates provided throughout

-Some changes or custom configuration may be required throughout which we can decide on fees as and when.

-commented code will be a help as I may need to go into it to make some little changes.

What I am after is a grid style gallery of photos which will display well both on a computer and mobile.

For example ... 10 or so grid squares in each row for a computer and at least 4 grid squares on a mobile.

Photos will be one of 11 different sizes as seen on the grid example. It is important these stack up in order taken from a database coloumn.

Some images will need to span 2 or 3 grid boxes as the grid boxes are only 75x75pxs and some sizes may be wider.

The page will have lots of photos (possibly thousands of thumbnails) and so I will need this to use lazy loading (on scolling) to help lesson server load.

The tooltip will provide a brief overview of each photo and the image when clicked will go to a page on my server which I can input into a database column for each photo.

The gallery must contain certain features as follows:

- LAZY LOADING Due to the hiugh number of images the gallery will require lazy loading to help cut down on server load. To load more photos on scrolling.

- The gallery will be made up of grid boxes (75x75px) but will have 11 different images sizes displayed on the grid. Some will be spread over 2 or 3 grid boxes so the gallery will need to stack and display images appropriately and in order.

- Tooltip - Each image will require a tooltip to be displayed when hovered over which will display certain information pulled from the database.

- Images will need to be displayed in numerical order taken from a database column.

- A catergory sorting feature to show those photos for each category when link is clicked

- To allow for display of the grid when viewed on a computer or mobile phone

- Each photo to link to a seperate page URL taken from database columns.
