Build php user management wilth roles based on page and on user group

Hello , i want to build users management Pages in PHP and i have mysql tables and i have css,html models i want to build the following pages : a- safe for all type of attacks and Vulnerabilities like ,xss attack,SQL Injection,Remote code execution,Format string vulnerabilities,Username enumeration,Utilize IP,..etc and if use cookie make all thing encryption and use CAPTCHA verification code api form google b- i want to use shortcode or single line to included any page and it will protect the page which included in 1-Admin-Login, with check if use actived and if user not locked ,CAPTCHA verification 2-Forget-password,with CAPTCHA verification - change password ,with CAPTCHA verification -Unlock User , by send unlock request email to user email only if this action enabled by admin at user config page 3-Create-User with Email,and user check if they exist and Length Of your username and password, CAPTCHA verification 4-Active User by email messages 5-After login redirect to pase based on user_role pages which mean we have table in databse include user-pages that this user can show them 6- i have select,insert,edite,delete role for user that mean the roles will be based on the user-pages and select-insert...etc role 6- i want to use 512 bit encryption or strong encryption if use 512 hash Enhance Hash With Salt is required 7- i want to setting default country ip which allowed for user login otherwise redirect to home 8- i have table to setting users-security :include session_timeout,enable_register_page,enable_forgetpass_page,Encryption-type,User-must_activated_by_email,max-login-attempt,Enable-Unlock-page,.....etc 9-and some other future
