Build a Website

I run a local food delivery service that allows customers to buy food from restaurants and have it delivered via one of our delivery drivers. I am looking to build an eCommerce website that will allow my customers to browse local restaurant menus, add food to a cart and place a payment and delivery time for food orders. For the site to work properly I will need: 1. A home page with an address verification tool to verify the customer's address against a database of addresses in my delivery zones (to keep customers from too far away or out of one of our delivery zones from placing orders). An example would be the home page of [login to view URL] 2. A restaurant page that displays all of the restaurants that are currently available to order from. This page needs to show opening/closing times of the restaurants and should make purchasing food from closed restaurants inaccessible. 3. A shopping cart that can accept rules like only allowing orders to be placed from one restaurant (keeping customers from purchasing different food items from multiple restaurant locations) or being able to add additional delivery fees onto orders containing multiple restaurants. The shopping cart/website also needs to be able to open and close during our business operating ours to keep customers from making purchases when we are closed or when an individual restaurant is closed. 4. The website needs the ability to be easily edited by my staff. If a food item at a restaurant is not available, my staff needs to be able to log into the site and quickly edit or hide that item until it becomes available again. 5. The website needs to be able to send detailed customer orders to my staff/multiple email addresses very quickly. The site also needs to send the customer a detailed order receipt after a purchase. I would prefer to use a site builder like Weebly or BigCommerce because I am already fairly experienced at building sites with them. This would allow me to build out the tedious and repetitive things like products, pricing, and food pictures and allow you to focus on the coding/design. The web site builders are also easy enough for me to train staff members on how to edit text, products and pictures. Please feel free to suggest options/ideas as I am not a professional web developer and my skills end when the coding begins.
