Design / Develop Dynamic Account Settings Section

Project is nearing completion, however we have left our account settings till last . We would like the account settings to appear when clicking on the menu as a popup, which the account settings can be managed from. Most is query > Display > Edit however their are three small areas where information will need to be added to the db memberwise based on their settings so that they can be queried and resolved later when all is in place. I have attached the desgins also a PPT explaining the popup, also giving information on the relevant databases. Website is Smarty based. also is 12 months of development to-date thus it is required that all files edited i am notified about also supplied the originals before you use them. currently there is in excess of 1million lines of code, so this is really for the experienced Smarty PHP person. Physical work is minor. Design also required if can not utilise design then costs will need to be reduced accordingly. I am looking for someone to begin immediately, if you can not, then please dont bid, Price non negotiable.
