Build one page site with responsive design

This is a very small project for my own personal use. The project involves taking an adobe illustrator file and converting it into a one page website that has responsive design capabilities. By this I mean that the site will change and adapt to different sizes of screens or devices based on their pixel size and the size of the window that the page is viewed in. This does not have to be advanced, but does need to work properly. I would like this to be done preferably as soon as possible (withing a few hours). No hidden code anywhere please. I will work with the designer and answer any questions they have along the way by contacting me through the chat on this site which will be forwarded to my email. I look forward to working with one of you.
This project is small and the maximum budget is $40 but needed to be posted in the range of $30-250 because there is no other range smaller. Also this project needs to be done within 15 hours at the very latest.
