iPhone and Android App - voice rec + photo

We will need an app developed for both platforms - mac and android which will allow users to record a short voice message and store it on our server + take a snapshot of face and store alongside the recording. Part of the job is to figure out the way to efficiently design the app to create an attractive flow from few introductory screens to voice/video recording and face snapshot and design a way to catalogue these together. The second phase of the project is to be able to output collected recordings on the website. We don't know yet exactly how is it going to be presented on the site but we imaging a random playback of recordings. So essentially there are three elements here: a.) introduction and narration screens - 2/3 with simple but sophisticated graphic appearance b.) the part where users record voice message and then take a snaphshot of their face with phone camera > this is being saved on our server c.) recordings are outputted to the website I realize that this may seem broad brush but this is where we are at the moment. We look for a right candidate with experience who can contribute opinions and suggestions on the technical site of things and who is passionate about the challenge - not necessarily only wants to make some money. Give us your best quote as a ballpark number which we may later adjust in the spirit of mutual understanding.
