Bitmap to Vector

I need the attached raster image redrawn into a resizable vector image for print. There are a few details of the image that I want left out. Here is what I DO NOT want in the redrawn image: Purple top of the hat Golf club Spikes on shoes Grass Plaid Colors on shorts and hat (make them both a solid color) The new vector needs to include the paths with the image so I can easily edit and change the image as I see fit. Needs to be easily editable for the future. I want this a True vector so it can be scaled to a massive image for print I know this will not take to long and is not that complicated so don't bother bidding if your going to try and rip me off. I will not pay more than 30 dollars for this
