I used to write on these sorts of topics purely for fun, actually, going back and forth with other writers over Google Docs and online forums as well as writing them up for my Fiction workshops in college. That said, I do have a couple samples (and several long documents full of notes for more) on Word that I'd be more than willing to attach to a message if you'd like, since this proposal section doesn't appear to have an attachment feature. I'll leave it up to you to decide how "fun" they are; I know one of them gets a little dark but I don't think either of them go overboard with it.
Fair warning, I tend to lean more towards Sci-Fi/Fantasy than Realism, but it's really not much of a stretch for me to take out cyborgs and magic and add in some real-world details. I'm fairly familiar with the more realistic criminal justice stories, and what I don't know I can easily research - I recently did fact-checking for a campus newspaper, and I built that up as a strong skill.
At any rate, of the topics you've given, I'd say that fugitive life, the justice system, prison escapes and cleverly escaping trouble are the ones I'd be most comfortable with. My favorite characters are the ones that skip rope so often with the rules that it's rare for them to actually get caught. Naturally, there has to be a lawman somewhere in the story to counteract that - in other words, that dynamic is second nature to me.
