Animate eyes, make a repatable video.

I have placed a monitor in a window and would like to animate eyes as if the Lorax is looking out of it. Attached are two images, one of the face that I'd like animated, the other is of my window so you can see the idea ( the monitor is placed where my hand is reflected). The eyes are to more back and forth, then blink. Ten seconds should be fine. This will need to play over and over seamlessly. I prefer however this plays to be frame-less to make this look good. You will need to instruct me on how to play this on a windows machine. This should take someone less than 15 min. Bids over $10 will not be accepted.
