I have a few questions before I go off on why I am qualified to do this project.
1: Is it going to display on a PC and on a screen?

What you are looking to do, even if you want to display the results on a PC and on a display simultaneously, will be quite easy to implement. Four days should be the max that I need to design, test, and deliver working code for you. In addition to easy to read, and well commented, the code will be dynamic enough that you can make any necessary tweaks and changes for the future.
In addition to the code, I will also supply a schematic and bill of materials for you to use, if needed. Along with the schematic will be a simple, easy to read layout of what components go where, and what wires go where.
A schedule of the process would be:
Day1: You give me any additional details and a clear budget of parts.
Day1: I design, if needed, a schematic and send it to you.
Day2: I design, and implement working, test driven code for you to test.
Day2: You send me feedback, and request any changes to the code and report any bugs so that I may fix them.
Day2: I fix any problems, and make changes, then send you the modified code.
Day3: Anything not done during day 1/2.
Day4: Anything not done during day 1/2
