You can convert Excel file into CSV format which is readable by WEKA. However, if you want to convert Excel to ARFF, I can do that for you.

I had build feature converter between SVM and weka and csv also and i am a datas cientest with programming knowledge.

I've done these tasks earlier, so will be able to complete the same. But I've question on (i) How many files are to be converted? Just to confirm that only the excel files are to be converted to ARFF format.

I have worked with WEKA and I'm aware of ARFF file format. I can test if the converted file loads successfully in WEKA before submitting it to you.
