Do some Excel Work

I think I figured it out....I need a formula that will perform this action if I copy it into any cell on the page
0<1<2<3<4<5<6<7<8<9
The only questions I have are
If you get a number such as 040 does the formula need to read the following
0=0<1=1<2=2<3=3<4=4<5=5<6=6<7=7<8=8<9=9
Therefore the 040 will be in the selected cell as 004 or if I were using six numbers such as 857245....it would automatically rearrange the selected cell to read....245578?.....is this a possible formula?
There are about 5 more things I need the spreadsheet to do including highlighting...pattern percentage count..automatic uploading from a selected website... Number / placement count.....wheeling feature using 1...2...or 3 digits...all of which are printable
