DBase Creation Opportunity

I am seeking to create a database online that will be accessible by colleges throughout the U.S. to use and will charge a monthly fee to access. I am seeking someone who can build the database, maintain it as a SAS and manage it and receive a percentage of the monthly gross income. You will charge nothing upfront to build and host the database (it is a simple one) and your compensation will be a percentage (to be negotiated) of the monthly income received.
