Css for mobile web pages(repost)

Css layout for mobile browsers. This layout needs to be cross device compatible, and fluid so that it appears the same in all mobile devices. The screenshots and details in the attached files describe the layout needs. Open the file [login to view URL] in the attached zip for full details and screenshots. ALL css is to be commented (what it does and how it is used). The pages will be coded in PHP and some of the css functions will interact with this php code. Some of this interaction causes the style sheet to connect to a database and draw colors and images from the database. You DO NOT need to know php to do this, coding in regular css is fine and I can add php, I will just need to know how you will do this to make a decision on the successful bidder.
