Create Simple Windows Application To Download Files (FULL template GUI exe provided! C++ source upon request!)

First, to make things a bit easier, I want you to know that I am in fact a full time programmer. I've created programs similar to this before - I simply do not have the time to create this program thus I am passing it on to you! :-) With that in mind, I can help with absolutely ANYTHING from clarification to writing code and helping you if you get stuck on anything (which I hope you don't because this is quite an easy project!). I have created a fully "working" template version of the program and have included it on this project, along with a full documented "readme" text explaining the entire program, from top to bottom. While the readme file is somewhat lengthy, do NOT let this throw you off! This project is quite simple, and is literally nothing more than downloading a couple of files from my website and placing them in a couple of directories on the user's computer. That's it :) The program itself (let's call it the "Downloader") needs to be fairly flexible in terms of compatibility. Most all users will have newer computers (and ALL will have Windows). Considering the extreme simplistic nature of the program, I'm hoping that we can have it be compatible all the way back to 98 ;-) The program is a "one time run" program. The user downloads a file from my website that is a plaintext (XML) file with all of the information your program will need (what file to download, the link to download it, where to put the file, etc). Once your program opens (with this XML "settings" file as an argument), your program opens the file, downloads the files specified in the XML settings file and places them in directories specified by the user. Then, your program shuts down. Easy! Please DO NOT BID ON THIS until you download the attached zip file with the template GUI and the FULL README file and have at least taken a look at it. Everything you need to create the program is in that file - just want to make sure that you know exactly what you're doing :-) I have Visual Studio 2010 on my computer as well as Ultimate++ (a free C++ dev environment).
