Hello, I'm an experienced Android developer and currently have 2 published applications on the play store and one in beta, I've completed many freelance projects and I'll have no issues working with you on this one. I've worked with most of the APIs need to complete the features that you require in your application. Retrieving a list of all installed applications on the device is quite straight forward, I have used these API's before in one of my applications. Retrieving a list of all running apps is also quite straight forward is there anything else you would want to do with this information? Like attaining what application is currently in the foreground and the length of time it was used for? It would also be useful to know what version of Android this application will be targeting as from version 5.0+ new APIs were introduced to handle tasks like this. I see that you would prefer if the device did not need to be rooted. Only System Signed applications can reboot the device. The other alternative is to attain root permissions and run the Linux command programmatically.
