iBeacon marketing app.

I need an ibeacon app. The app needs to read in background ibeacon and when certain distance is detected trigger a notification on iPhone and Android device. Then you click at notification and it will show you a screen acording to the ibeacon. User has to register different information: NAme Age Email Data value So when you are near to the ibeacon the notification will say something like: Welcome Name to Company. Click here to se your Data Value... This redirects to the screen showing the data value... If you can do this in phonegap or something like that its ok, I dont know if this is possible because the app needs to be running in background and reading beacons. Just bid if you have done this previously, also my budget is less than 100 because its just for people who have already done the project, just modify some things.
