Convert .html website into CMS website with admin section

I'm in talks with potential client to design a new website. They are asking for a basic .html website. I have suggested that we create a admin section that allows them to make text and picture changes to the majority of the site. This site will be mainly text/information based. Most of the pages will be formatted similar to each other with the exception of the content. My studio will design the website and you will assist with the installation of the backend programming of the CMS system. Once we have approval of the quote, we can start. Payment will be split into 1/3 payments. 1st payment will be to initiate the project. 2nd payment will come once a majority of the CMS system is established. 3rd payment will be paid once the project has been completed and signed off by OUR CLIENT. We are looking for a December 1, 2009 finish date. The files will be hosted on the client's server. I believe they are running on a Windows box, hence the .asp job type selection.
