The person I hire should have experience developing desktop applications and must be able to interpret old QBasic code (approx. 2,000 lines) and convert it to a high quality product that meets the requirements and timeframe.

I want to re-order some data on a spreadsheet. The picture attached shows you what I need doing. The excel spreadsheet is attached. I'd like the formulas in the spreadsheet left in there, so I can learn how to do it in future!
