Graphic Design Layout Mockup for Redesigned Corporate Website

We are a company based in the Washington, DC area that implements international development projects worldwide. We are currently redesigning our corporate website. We have hired a developer for the wireframe of the site but are soliciting a Graphic Designer for visual design direction and page mockups that can be replicated by the developer on a short timeframe (in the next week or two). We would like a Graphic Designer to create layouts for the following web pages using Photoshop or an equivalent software to show, in detail, what design elements each page should include.
Specifically, from this graphic designer we need:
-- Page designs for the following:
-Sub-landing page/Basic page
-- News and updates page
-- Mockup annotations with functional specifications inclusive of font style and font sizes
-- Clear indication of which pages are being designed
We do NOT need a wireframe. Attached are mockup designs for a homepage that resonates with us, but we nonetheless encourage alternative options and will need replication for interior site pages that reflect elegant design and text font. Additionally, attached are interior landing pages that we find to be too text heavy and not sufficient from a graphic perspective (labeled NO). We feel positively towards boxes being used to break up the text, but this mockup is too rudimentary a version of this concept. We do like the related projects and related content sections below but are of course open to further refinement in design.
We envision this project as a heavy initial lift in design, and refinement over the next few months, with periodic updates needed to design in collaboration with the developer. In line with this structure, we are looking for a flat fee for initial design work linked to three deliverables above and a long term hourly paid contract for upkeep design work.
