Project for Skylogyy

I'm not why about 90% freelancers try to get each and every project which they are not able to do, same as this freelancer,'skylogyy'. They just take the project and then run away, waste our time and money as well as their own. Very very bad experience. I would suggest employers to try their best to first find out any developer locally if possible.
