Fix Responsiveness of Website Design for smaller browser windows and mobile devices

I recently launched a website with a responsive design which behaves really bad when the browser window becomes smaller. The previous designer delivered bad work and disappeared afterwards. The website is: [url removed, login to view] which has a front page composed of several columns.
At full page size, font should be 16px as now and scale properly when the viewport gets smaller. Another solution could be to make certain columns "disappear" for small screens.
For each element listed on the front page, there is a detail page. The responsiveness of that page works a bit better but it's still not what I would have expected from a designer with skills in "responsive CSS". So that will need to be fixed too.
So the website should just be responsive like modern websites are and look good and readable even in very small vieports like 360x640, 320x480, 320x568,320x533 and so on...
So I need someone that is able to FIX THE CSS RESPONSIVENESS of something I actually already paid for.
THEREFORE MY BUDGET FOR THIS IS NOT MORE THAN 50$ and I hope to get it done in a couple of hours.
IMPORTANT:
I need someone who understands English please and I want to talk directly to who is going to do the job (NO PROJECT MANAGER PLEASE, ONLY THE DEVELOPER HIMSELF)
